C2C Innovative Solutions (QIC Part A East): what it does and how to reach it

Checked against the current rules on September 24, 2026.

A Qualified Independent Contractor (QIC) is the outside reviewer — genuinely separate from the Medicare Administrative Contractor that processed your original claim — that decides Level 2 of the standard claims ladder: a reconsideration.42 CFR 405.962

C2C Innovative Solutions (QIC Part A East) covers 27 states and territories. If a QIC reconsideration notice named this company, or your Medicare Administrative Contractor's own redetermination decision points you here, this is the real, verified contact.

What a QIC actually does

A QIC is a genuinely independent organization under contract with CMS — not a department of the same contractor that denied your claim the first time. It reviews your MAC's redetermination decision fresh, applying the same coverage rules.42 CFR 405.968

The QIC has 60 calendar days to decide once it receives your timely request. If it can't meet that deadline, it has to offer you the chance to escalate straight to OMHA instead of continuing to wait.42 CFR 405.970

How to reach it

C2C Innovative Solutions — QIC Part A East (expedited reconsideration, eastern states) — 1-855-371-5817 (https://www.c2cinc.com/QIC-Part-A-East)

The address for mailing a written reconsideration request (CMS-20033) is printed on your own MAC redetermination notice — that's the reliable source for where to actually send documents, not a general web search, since contract details can change.

Which states this QIC covers

C2C Innovative Solutions (QIC Part A East) handles Part A reconsiderations for:

This is the same organization for a fast-track case too

QICs are organized by jurisdiction, not by review speed — the same company that decides a standard 60-day reconsideration also decides an expedited QIC reconsideration on the fast-track ladder (a termination or hospital-discharge appeal) for the same states.

What to send with your reconsideration request

A copy of your MAC's own redetermination decision, the completed CMS-20033 form, and any new evidence you want considered — the QIC reviews the whole record fresh, so it's worth including anything relevant even if you already sent it to the MAC.

As an unrepresented beneficiary, you generally aren't limited to only the evidence you submitted at the redetermination stage — you can still add more at this level.42 CFR 405.966

If this QIC misses its own deadline

Unlike a missed MAC deadline, nothing forwards to the next level automatically here — you have to actively ask to escalate to OMHA once the QIC's own 60-day clock has passed. Calling with your case number is the fastest way to either get a status update or exercise that escalation right.

Questions people ask

Is a QIC the same as my Medicare Administrative Contractor (MAC)?
No — they're genuinely different organizations. Your MAC processes and redetermines the original claim at Level 1; the QIC is an outside reviewer that only gets involved once you ask for a Level 2 reconsideration.
Can I call the QIC directly to check my case status?
Yes — once you've filed a reconsideration request, the QIC can tell you the status of your specific case using your own case or claim number.
